Miguel Gonzalez Mendoza holds a BSc in Electronics from Tecnologico de Monterrey, Mexico, MSc and PhD studies in Artificial Intelligence from the INSA in Toulouse, France, in 2004. He works as professor–researcher at the Tecnologico de Monterrey, Mexico. Interest in Machine Learning, Data Management and Computer Vision applications, in which he has advised 11 PhD thesis and 25 Master's Thesis. Author of more than 100 articles in JCR, congresses and book chapters. He has served as general chair in national and international AI congresses and workshops. Dr. González Mendoza leads several Mexican and European Community research projects (as local chair), is former President of the Mexican Society on Artificial Intelligence. Regular Member of the Mexican Academy of Sciences, Regular Member of the Mexican Academy of Computing. Young Scientist at the World Economic Forum for New Champions.

Political reasons could led to such change in Microsoft. the opportunities are so interesting for many AI companies to continue in China.
Why might you be wrong?
A change in Industrial legislation in China, could possible revert the tendency to continue AI developments in companies in general (not only Chinese ones)
