I'm inclined to think this is unlikely because:
- The institute has a long track record, at >25 years;
- The arrangement re: Vancouver seems to be an effective 'dodge' of the export ban on nvidia chips (e.g. research could be done on-paper in china, and then executed on associated clusters in Vancouver/Tokyo/etc)
- there's some risk in the optics divesting from china, where microsoft has a major market share
