Mexico has just presented its National Cybersecurity Plan 2025-2030. Through the Agency for Digital Transformation and Telecommunications (ATDT), this plan aims to reduce cyberattacks. According to the document, an average of four attacks are registered per second, and in the first months of 2025, the country faced more than 40 billion attempted cyberattacks. The ATDT seeks to create a reliable and secure digital ecosystem. In Latin America, Mexico ranks second in ransomware victims with 155 reported cases, only behind Brazil with 320.
One of the main criticisms of Mexico is that it lacks a national cybersecurity law that defines cybercrimes, a comprehensive law that provides greater certainty in combating these crimes.
The law has not progressed due to a lack of agreement, limited knowledge and technical collaboration, controversy over freedom of expression and human rights, concerns about the handling of personal data, and, in general, a lack of political consensus.
There are initiatives like 6262-II-2 of 2023, however, no agreement has been reached to promote a law necessary to provide legal certainty and better resolve this problem.
