The European Union has been working to facilitate the normalization of relations between Kosovo and Serbia for more than a decade (SWP). In February of 2023, the EU-proposed an Agreement on the Path to Normalisation between Kosovo and Serbia and in March announced that the two sides had agreed to its provisions (AP, ECFR). However, the agreement has yet to be signed, and both sides have indicated that there are still issues to resolve (Reuters, RFERL).

Signing of the current Agreement on the path to normalisation between Kosovo and Serbia or another EU-backed normalization agreement on or before 30 June 2023 will count.
