They would probably not announce the closure to avoid being seen as decreasing investment in the country. They would just relocate a lot of people and not say that they are closing the lab. Also given that they recently took a decision to relocate people but not announce closure, unlikely they would revisit the decision again so soon. But allow some probability because of uncertainties if Trump gets elected/possible conflict over taiwan
