Devon Hill is an associate policy researcher currently based in Seattle, WA. He has experience working across RAND’s FFRDCs with a particular interest in military personnel policy, defense acquisition and budgeting, and talent management matters. He is the lead author of a review of promising talent management practices and led Canada’s defense budgeting process to inform deliberations of the Commission on Planning, Programming, Budgeting, and Execution Reform. He has also co-led a two-part, $1 million+ project evaluating changes to the Air Force’s performance management processes.
