China has been actively developing its AI governance framework to balance innovation with oversight. In 2023, China released the Generative AI Measures, which came into effect on 15 August 2023. (Fasken, China Briefing). The country has continued to work on comprehensive AI regulations, focusing on privacy, content screening, and ethical considerations (China Law Vision). In February 2025, China released a draft of its Artificial Intelligence Safety Standard System (V1.0) for public feedback, indicating ongoing efforts to establish comprehensive safety guidelines for AI development and application (Babl.ai).
Resolution Criteria:
The White & Case AI Watch: Global Regulatory Tracker will be the primary source for resolving this question. For a "Yes" resolution, China must implement new national-level laws, regulations, or administrative measures (including export controls) specifically addressing AI development or use, with an effective date between 1 May and 31 December 2025. Please note:
- Measures must take effect (become legally binding) within the 2025 calendar year.
- This includes finalized laws, regulations, or binding administrative measures. It excludes drafts, proposals, or public consultations without finalized implementation.
- Resolution relies on White & Case’s tracker, which publishes effective dates as the standard. We will also look to official Chinese government records and reputable news sources. If discrepancies arise between sources, White & Case’s classification will take precedence.
