The european countries have been quite hesitant in the military assistance of ukraine since the start of the war. See restrictions on weapons-usages or not delivering key pieces. There seems to be a concensus as to not escalate the war too much and anger the russians.
Deploying troops to ukraine feels like a big escalation the EU countries would not be willing to make.
